The server is down?

I'm not sure what's causing this because I know for a fact the servers aren't really down..

if ur trying to log in and the auto patch wont work just run the Soul.exe in the flames folder

Is server still down,because whenever I tried loging in, it won't let me, I tried soul.exe it always server down.. I'm using latest patch
